For every action there is an equal and opposite action.
This does not mean an action and opposite action on the same object–that would cause a cancellation, a guaranteed net-zero every time.
Instead, consider a rocket experiencing an force of 10,000 N and at the same time the chemical exhaust exiting the rocket engine is moving downward with a mass and acceleration that multiplies together in some way to give 10,000 N.
Another example, you are pushing on a table with a force of X Newtons and you are leaning forward with your feet dug pushing against the floor and the Earth is actually moving in response to your giving it a force of X Newtons. Of course, because the earth is so huge, there are lots of zeros between the decimal and the first nonzero number for the calculation of the rotation you are causing to the Earth. The point is, both the table moved and the Earth moved.
